										<content:encoded><![CDATA[<p style="font-weight: 400;">In the spring of 2025, the United States faced the largest number of measles outbreaks since it was officially eliminated nationwide in 2000. As measles cases were being identified in Southern Illinois, the Illinois Department of Public Health (IDPH) immediately took action to control the spread as the risk for outbreak, which was thought to be eliminated, increased. Consequentially, IDPH needed to communicate with Illinoisans in a timely and efficient way with strategic messaging to encourage vaccinations.</p>
<p style="font-weight: 400;">According to the Centers for Disease Control and Prevention (CDC), one dose of measles/mumps/rubella (MMR) vaccine is 93% effective against measles. Around one in five children under five years of age end up hospitalized with measles, where unvaccinated children experience severe illness or even death.</p>

With diminishing reach and ratings in traditional Broadcast TV, a media mainstay for traditional Lottery advertising, this goal has become even more challenging to achieve.</p>
<p>Utilizing media channels already in the media strategy (YouTube Trueview) and expanding to new tactics (Facebook Instream), NCEL was able to see increased engagement and completed views with the younger demographic that they previously struggled to reach (A25-34).</p>

										<content:encoded><![CDATA[<p>Feed More is a Richmond, VA- based non-profit dedicated to feeding food insecure individuals across 29 counties and five cities through their own effort as well as by supporting 270 nonprofit and community partners including food pantries, soup kitchens, group homes and other community sites.<br />
Feed More was interested in understanding the impact of paid media outreach in terms of its ability to deliver Return on Ad Spend (RoAS) or a positive ROI.<br />
Spurrier Group was asked to help create a media plan to help them “get smart” with a limited budget. The goal wasn’t strictly RoAS, but to get smart to understand a repeatable series of tactics that would deliver a positive RoAS for future efforts.</p>

Chicago has the ability to pull from national fly markets, but this decreased during COVID when both business and leisure air travel plummeted. Post-COVID travel offered the opportunity to expand prospecting efforts to encourage ‘new’ travel from first time or lapsed visitors.</p>
<p>The use of EDA grant funds allowed for a test of two new fly markets without cannibalizing current efficiencies.</p>
